Recently got a code 212, distributer timing not changing. So I hooked up the timing light and revved the engine and sure enough the timing stays at 8-12 degrees throughout the rpm range. 212 is the only koeo code i got. while i have no koer codes at all. You guys think it's a computer problem or distributor? i tried clearing the codes and disconnecting the battery overnight, but no change.

Was there any change when/if you pulled the Spout jumper?

Off the top of my pointy little head I'd say the weights in your distributor are the issue.

once i pulled the spout, the timing sits at 10 degrees exactly, so i have been driving around without the spout in. no codes, and no power either. but at least it's not hesitating and sputtering right now.

Hopefully it is as simple as the ICM.

I took mine off and brought it to Advance Auto. They slapped it on the machine and it had a faulty circuit. Got a new one and back in business.

Someone please correct me if I'm wrong.... but if you're trying to check for advance with the spout jumper out, it just ain't gonna happen. By pulling the jumper you're removing computer control of the timing, and reverting to a single base timing default. It being a electronically controlled advance (computer) versus having a vacuum advance.

Now I could've just gone through all that and you've already known that, but did you check the timing with the spout in looking for advance? If so, then I'd go with Billman's suggestion of the ICM.
