Power Door Locks - Actuator or Switch

If I push the driver's switch to the lock position both the driver's and passenger side locks lock. If I push it to the unlock position nothing happens or I hear a whirring noise from the door. Both locks operate normally if I use the passenger's switch. Is it most likely the actuator or the switch that is bad? Is there an easy way to rule out one or the other? The dealership wants to sell me an actuator for $80.
