Wierd problem with EGR

Wierd problem with EGR

First off the truck is a 1991 f250 5.0L 5 speed. The truck has been surging during acceleration. Yes there is a code for the egr valve not moving( i dont remember the number or have my reader handy). On my other truck this code was caused by a broken vacuum line to the egr. SO i checked the vacuum to the valve and something doesnt feel right to me. When i hit the throttle a little bit i get a little vacuum followed by what feels like pulses of air. With the engine running i can hold the throttle and watch the pintle in the egr valve and it fluctuates under steady rpm. So anyone have any ideas what could be wrong with my vacuum? I already swapped out the solinoid for the egr vacuum with no change. Also i should note that the line coming from the coffee can has strong vacuum. Thanks!
