As earlier poster said... it's either fuel or spark. It does sound like a weak spark with it being affected by dampness, but you can use some starting fluid to find out for sure.
You don't have to spend $200 for electronic conversion.. you can do a Duraspark for less than $100 with help from the junkyard. Some folks like the Pertronics module to replace the points.
FWIW, I had similar issue with my FE engine using points. After sitting a long time, I'd always have to fiddle with the points before it would start. The Duraspark conversion absolutely took care of that.
I done the duraspark conversion and i like the results of it i would rather have it than points any day you can buy dist for 56 dollars at autozone and the ignition control module for 36 its a chineese knockoff so carry a spare
