Distributor line question

What is this line for? I know the side on the vacuum goes to the carb and the other is a ground but what the one in the red circle? Should I just plug it?

Actually it's a flip up cap, but anything will do to cap it(rubber cap) to keep dirt out.

I actually found the part. It looks like there is one on the passenger water pump and distributor.
