Electrical Issue '93 F150

Been working on this truck for the last week. After I replaced the upper steering column bearings, I have developed a seemingly strange electrical issue. The battery was dead so I put it on a charger and left it sit for a while before it tried starting it. I started the truck twice to check my column repair and make sure the truck would start on it's own. I attempted to start it again about an hour later and the started wouldn't crank. I could hear the solenoid, but nothing else. Assuming it was the starter, I replaced both starter and solenoid. No luck. The the battery doesn't seem to hold a charge. However, with the battery in the vehicle, nothing powers on when the key is in either acc or run, even with the charger attached. If I disconnect the battery and connect the battery cables to the leads on the charger I have power. This is where the strange part comes in. When the key is in the run position, the wipers, windshield washers and fuel pump run continuously until power is cut.

I have some thoughts on what it might be, but this is a little beyond me.
