It's going to be a state to state issue and how willing LE is to enforce it. Technically in florida, a single turn signal is the only flashing light legal while driving. Hazards aren't legal while moving but it's rarely enforced. In my county they also don't mess with the paving companies while they are on the job site.
I think the biggest issue comes in your intent to pull people over using the color of authority. As long as you don't use them on the road, they won't know, you won't be causing issue and you shouldn't have any problems.
