It is just a case of slow pokes. I've observed the worst offenders are those that live in the clusters of houses just out of town. In many cases the speed limit remains 45 or 55 on the main highway as development fills in. But people get a mindset that they are 'in town' and drive accordingly.

You can count on it that if you follow someone and they do not accelerate at the city limit, they will be headed to one of these subdivisions. People who live way out will get going right up to the speed limit at the city limit.

Corvallis is among the worst. It doesn't matter what way you are going out of town, be it 20, 34 or 99W either way. I've followed people from town to Adair Village at 35 MPH. And they aren't grandpas either, we talking people from 30's to 50's. That's 20 under with a string of cars as far as you can see.

This was kind of funny and relayed to me by an OSP Lt. who was the commander of the Roseburg Patrol Office.
The Lt., Roseburg Chief and the County Sheriff were all going to some meeting in the same car. We had a call of a major incident with a multple agency response. Apparently they were stuck in the "parking lot" in their car when my partner and I came flying by, lights and siren on the motorcyles, "white lining" and using sidewalks to get to the freeway on ramp. According to the OSP Lt. the Chief grabbed his arm so hard it nearly left a bruise and exclaimed, "my God, do I pay them to drive like that?" The Lt. said he calmly told the Chief that, yes he paid us to drive like that.
From that point on we were never denied a monthly request to join Eugene PD for a day of training and the regular Patrol Officers got quarterly EVOC.

Granted there are times when doing the speed "limit" for anyone may be hazardous, given road conditions for one, but doing half or less the posted limit may lead to hazards of their own. IMHO

You are absolutely correct and I have seen a number of accidents to which that was a direct contributing factor. For the most part though, and there are exceptions, the laws favor the slower driver.

Hey Evan,
On an unrelated matter do you know your Seperation Papers? I'm struggling with reading the fische on my DD 214. Specifically what are the line headers under "Record of Service" the distorted image on mine seems to say &*&*^ active service, ^%$&$ active service, etc.
Any ideas oh where I can find out the details?
