Dorman's web page, and Amazon's, says this kit will fit a 2004, but not a 1999. Thing is, as far as I know, 99-04 hubs were the same. So I don't know why this kit wouldn't fit your 99.

Note that in this kit, and in the one you get from Ford, you get two outer o-rings, but you only need one. You only need two kits if you get into the inner yellow o-ring. As far as I know.
There is a good writeup on servicing the hubs and needle bearings here, which includes what parts you need.

Axle Seals
I got the front hubs off and found things to be dirty, wet and rusty.
My hubs feel ok but I am thinking they might need replaced. They have 190K miles on them.
I wonder if I just lub the wheel bearing through the anti skid hole and repack the axle bearing they will be ok?
