Front bumper brackets

Front bumper brackets
In case you missed my other post, I bought this truck with no front bumper or brackets of any kind. It's a 99 F250, pre-March...
So, the local yard called and said they had a cheap bumper for me to get me by for a while. It's a painted bumper with some bubbly rust along the bottom, but not rusted through. I got the bumper and all of the brackets and hardware for $100 (I figured the brackets and hardware alone would be worth it). The bumper is off of a 2001 F250.
Here's the issue- it mounted up fine to the frame horns, no problem. So, it's secure to the truck. The problem is with the inner brackets that (look like) they should mount to the sides of the frame in the wheel well area. Both sides are an inch or so away from the frame, and the bolt holes in the brackets don't come close to lining up with any holes in the frame. The bumper and brackets are not bent or damaged.
Is there another bracket that I am missing? Or, is the 2001 bumper and bracket just different than what belongs on my truck?
Can anyone snap a picture of that area of their truck so I can see what is going on?

The 99 did not use supports for the side of the bumper. The 01 has a updated design and did. There is an additional piece generally called a blocker bar which attaches to and ties together both frame rails and the side supports bolt to that. It is simply a matter of getting the blocker bar and attachment bolts and installing them on your truck, as all the bolt holes are already there, and use the better design.
While working on superdutys, Ive installed blocker bars on 2 of them that never had them from the factory.
