4x4 question

4x4 question
I have a 1971 ford F-100, When I lock the hubs in and roll the truck forward I can see the front drive shaft move but when I go to engage the 4wd it dose not work. Are my hubs junk or is it the transfer case?

With the truck off unlock the hubs put the transfercase in neutral or 2wheel drive. Crawl under grab the front shaft it should spin. Now put it in 4wheel drive with the hubs still unlocked the drive shaft should not spin.
