Appears to be a vacuum switch right next to the throttle body on a 94 f150 w/302. It ticks at any speed above idle. Sounds like a plug arching, but it is definitely this ''switch''

Yes, this lil bugger clicks on any engine speed above idle. Idle was surging a hundred rpms as well unless I held the throttle blades closed against the stop.
The CANP is controlled by the computer (PCM). Very odd to have it activated like you state. Suggest you run the KOEO tests and check for codes in Continuous Memory (CM).
