Well I been watch my boost gauge all times. Here interested. We had 20oF outside at night time. There no Turbo surge. It was STEADY to 20 psi no fluctuation or shaky needle. That was like 10 miles of city 35-45 mph so I suspect oil was thick. I use 5W40 synth. Engine were up full warm. Then 10 miles of Highway at 65 mph. I did hammer couple times to watch boost gauge. It seem it gone. I test one more time when I arrive home. Hammer again. No surge that why I am confused now. I believe oil was 140-150oF.
But it would pour tons tons grey/black smoke on heavy acceleration up 3K rpm. It stock but I had no idea if PCM had tuner on it since I bought from guy on here for $80. he claim he got from junkyard.
But during day I think 25oF or 30oF there were turbo surge up 10-20 psi it was badly. I think 1 psi fluctuation with shaky needle. But the road I was are Horrible it like you ride on dirt road so I thought it cause needle bounce.
Do you believe it thick oil and winter stop turbo surge? I am planing to rebuilt turbo since it had 220K miles of poor maintain.
My cousin had 01 Dodge 3500 dually with Cummin 5.9L He told me not worry about turbo surge he show me. His boost gauge were WORST than mine. He think it line because he step down from 3/8" to 1/8" line. But that was SERIOUS fluctuation about 3 psi.
Just an opinion without data but I wouldn't think oil would impact the turbo enough to cause a surge. It just rides on an oil film. Extreame weather (temp/humidity) changes will effect the amount of compressed air delivered to the intake but you said it was only a 15 degree change.
No help on the surge issue.
How many miles on the Turbo? May need a rebuid. They have Brass bushings in them. I have seen them need it at 100,000 miles. Mostly due to bed air filters and bad oil change schedule. Remove your intake to the turbo housing and feel the turbine. Pull in and out should be slight if any. Then up and down as the same before just barely able to get any movent. Up and down is the most criticle. How many miles you got on your Unit?
Oh on your Surge issue. If you have Exaust and a intake set up you should see the surge at about 1900 rpm's . The Turbine wheel is different on the late 99 and on. if you wanna try to correct that issue or keep it from happening sometimes a Wicked wheel will work. Which is a Early 99 and back turbine. If you are rebuilding the Tubo or removing it for any other reasons I would do all at one time. You will save your self a lot of time and money. If your towing and its a Automatic trany take it out of OD then if it's manual just pull the hill in 4th or out of your OD gear.

I bought this 209K miles back in June. Oil were badly BLACK it wasn't normal oil it was so sludge. It was pennzoil quick oil change shop What surprised me that oil sticker due was 4K miles LATER. Made me wonder how oil can be so bad if it only had 1000-2000 miles. Owner say he idle in winter alot.
Turbo had no play now but couple months ago when I use piler that was badly play then how it sudden stop. It had little pull and push. Up and down were little like 2mm or less.
It had factory air filter with fram. Air filter housing were broke it wasn't seal 100%
I haven't drive 2 days since this post. Going test tomorrow if I had errand. Going watch boost gauge.

Exhaust I think stock and Intake I use 6637 since factory air filter housing were broke and I didn't trust it. I did remove 6637 few times to inspect if dust get in hose but it Clean.
I would like rebuilt it since I had rebuilt kit lay here wait.

On the oil just my 2 cents you may want to start doing your self. You really dont know what those Guys are doing under your truck!! Im only at about 110,000 and switched to Mobile 1 Syn 5W-40. At that many miles that you have I'm not sure if I would change. You could see some oil leaks from what other people say. Syn keeps your deposits cleaner easier starts when it's cold and a little quiter. Also check your Exaust leaks and your boots for the Turbo!! Check out Clays Site!! Rifft Rafft Diesel. Also Check I believe Guzzlies-O-Rings Site. There are some write ups on your issue. If your rebuilding its time to do Preventive with your milage I would really consider doing it.Just my 2 cents. Actually I change oil myself. They striped oil plug Had 6 bad injectors because poor maintain by preview owner. Everyday new issues for about 4 months before it finally stop had trouble. I been do preventive maintain on this alot so I would like keep until 400K miles if it not rot out.
I read couple forums where expert people say it bad idea to swap wheel without balance first.
I been running on 5w40 synth for 2K miles no leak. It actually quiet alot and easier start.
Everybody who ride with me keep telling me it normal sound but to me it not normal so I going keep investigation to find out. It actually harder for me when I don't know what sound to describe since I am deaf. When REV you could hear tick every sec or less it sound BRRBRBRBR if I can describe though my hear aid and my voice to make sound match noise.
I will try get more video. Going borrow video camera from brother instead use my lousy phone.
