Did it that way so the car could be used while the owner adjusted their finances to over come all the $$ spent getting it mechanically fit.

Yes! I've seen some restorations where the tires and wheels were early installs. Then the build took way longer than anticipated and the tires were "old" before they hit the ground.

Yup. Been working the field today but sadly not for a good reason. More than half of my boss's wheat didn't come up on this section due to the drought in our area so I was in charge of tearing it up. Been a dry one in NW Kansas this year and things aren't looking great for the other wheat fields but that's how farming goes.
