if I changed E-brake cables and wheel cylinders but did not hook the other end of the cables would that prevent me from fully bleading brakes because the new spring is not letting the wheel cylinders open fully because its so springy and putting opposing pressure on the brakes?
Not letting wheel cylinders fully open? Are you the one that I suggested you should manually adjust the rear brakes because of a low pedal?
The springs are supposed to pull the wheel cylinders back all the way, that's the way it works. The system does not have enough travel built in for you to have the shoes adjusted far away from the drums. That's why you mechanically adjust the shoes out with the adjuster on the bottom, till they are very close to the drums(rubbing a little bit actually), and that's with the springs pulling the wheel cylinders all the way back in. That way the wheel cylinder only has to move the shoes a very short distance before they start applying. That's what gives you the nice high firm pedal.
Leaving the EB cables disconnected appears to be the same as not applying the brakes. This should allow the top springs on the shoes to push the pistons fully in. The EB cable springs push out (take brakes off).
Is your question as to whether you can bleed the cylinders with the pistons fully pushed in? When the bleeder is open, the pistons should not push out since there will be no pressure in the cylinder.
