We had one last week that was acting like u said....new GPR, good glow plugs, etc.....Turned out the starter was drawing 400 amps. New starter and all is good. Probably not your issue but might be worth checking.
You make take an ohm meter and check resistance on your block heater cord. Might have burned up the element which is why it does not work anymore.

Also I have a question about something I noticed. I've been driving the truck for 3 years now and it seemed like the truck had no power. About 6 months ago, the turbo started makes lots of noise. It only happens when I push the gas, but not when my foot is off. In other words, it's only consistent with the truck giving gas. Ever since then, the truck seems to have a lot more power now. Do you think the turbo is breaking?

I would start a new thread so that this one doesn't get mucked up, but have you pulled the intake off at the turbo and checked for play? If you grab the shaft(not running) for the compressor wheel, you should not have any in and out play, and very little side to side/up and down, as long as it doesn't hit the housing.

Glad you got it fixed. Starter for that other one was not even on my radar when we were talking about it. Once we eliminated all the others, we checked it 1st thing one morning. It sounded fine at during the day at 60 and did not really sound off when it was cold in the am. Just pulled too much voltage.
