As long as you have all of the emissions components required by law, you should pass without any problems.
As far as if it will decrease the life of your truck, the new exhaust won't, but stomping on the throttle to HEAR the new exhaust might.

Long life
I don't recall the exact price but it was around $300-350, about $80 more than a regular steel system. I went with stainless since it will never rust out and they put a lot of salt on the roads in the winter here in NJ. I installed it myself, took about an hour doing on the street.
