When does winter fuel begin dispensing?

I see, so depending on the fueling station will depend on the fuel blend basically? I was going to say, I had a drop in fuel mileage last winter when winter fuel was introduced but it wasn't this bad. But last year this new place I get diesel didn't get have diesel, it was a good blend in summer but this winter fuel is killing me.
