I just bought a 99 f350 I can't get any cold air out the vents. Compressor operates fine. Everything else works but no a/c. What shuts off coolant flow to the cab when a/c is on. What does the temperature control change to make it hot or cold.
Nothing shuts the coolant off when you turn on the ac...you can mod with a vacuum valve or a simple shutoff valve in either of the heater hoses coming to the firewall. When the key is turned on, before actually starting, do you hear the vacuum pump running?
Should be located behind the glovebox, on top of the ductwork. It has an electric motor that moves a door about 90 degrees, not near the problems with these trucks as there were with earlier fords, but its a possibility.
It is on a vacuum switch, so if the switch is not made it will not come on, did you ever look to see if your blend door motor is turning on when you change temperature?
It won't run every time, only when the vacuum is low. Its setup like an air compressor, on at a low vacuum and off at a higher vacuum. The fact that you can get the air to blow out of the floor and dash means you have vacuum. When you don't, the air will only come out the defrost vents.
