I've got it. It is a movie about a book writen by space aliens known as the Dixie Chicks. The book is about Saddam making out with a blowup doll that looks like Laura Bush, as we all know Laura Bush is to good for that sand monkey, that is actually filled with explosives so when Saddam is finished, he is finished.
The reason the guy is running, he forgot to pay the paper boy and the paper boy is chasing him around saying "I want my $2."
