Bad brakes

96 F-250 4x4. Rear brakes are doing 1 of 2 things every time I hit brake pedal. Either the left rear wheel locks up, or if it doesn't lock, the whole rear of the truck shudders and feels like its coming apart. There is NO gear oil on shoes or drums. Seals are good. Drums are brand new due to having been worn and suspected the cause of this problem. Pads were replaced this past spring, still look new. Adjusters are doing their job. All the hardware is in place. Wheel cylinders appear to be working the same. I DO have an ABS light on, but the light came on when I replaced Instument cluster 6 months ago and I figured it was the new (Used) Cluster. Truck has Rear ABS only. I am leaning towards ABS problem even though I thought the light was because of the different cluster. Any Ideas?

It is unlikely to be a RABS problem. Probably would have been better to fit new shoes along with the new drums.
Some causes would be uneven shoe wear, shoes incorrectly fitted, wrong shoes, sticking wheel cylinder, excessive play in wheel bearing/s.

Lazy K, thanks. Does anyone know if Ford used a specific leading shoe and trailing shoe, or are they identical?

They are not identical, there are differences between the leading and trailing shoes.

Stolen from another site: the one on the front (leading) should be thicker and have more brake pad material covering the metal that the other shoe.

Lew52 has it RIGHT!!!!!!!!!!!!!!!!!!!!!!!!!

We have what is called self energizing brakes, the lead shoe is smaller (pad area) it helps apply pressure to the trailing shoe (which is larger) and it (rear) does most of the work for stopping. The lead shoe is also a softer compound.. The trailing shoe is a harder compound for life.

I sounds like the OP "may" have both short shoes on the left side and the two long shoes on the right... I'm guessing the jumping is the RABS trying to deal with a brake imbalance.

Looks like my "stolen" info is wrong. It happens from time to time.
