Slow/ Clogged Kitchen drain

Not sure. I theorize that they might blow waste into another dwelling, in an apartment for example. Seems like a stretch, but government being what government is....

Remove the trap and clean it out. Then run your snake down the pipe below.
If other fixtures are clogged as well, you have a block in one of the main drains and will need to rent a powered drain cleaner, or hire a service.
Usually there are cleanouts located along the drain system. If there aren't, you can get in there by removing the toilet.
