ok, the engine (5.0) starts but is sluggish when cold and has low,low idle. when warm it wants to rev high so i hit the accel and it falls down to a nice range but once i'm accelerating again and let off gas it wants to rev high.
also, and possibly related is that there is some sort of heater tube from man. to carb (2v) that is broken above the manifold connection. what is this called, is it important and if so what is a good online that may have.

Sounds like a vacuum leak, very well could be the line going from the carb to manifold. Is it automatic? if so check the vacuum line to the modulator valve on the tranny, sometimes comes lose. Check the timing, replace the said line and recheck timing.
Check all your vacuum connections, around the intake manifold and carburetor. Also check the cold idle/fast idle setting on your carb. Sounds like that may be sticking...the high idle you mention. Check that the carb is down tight. Also check base timing and dwell/points/condensor. You're missing the heat riser tube that is supposed to help it (carb) warm up quicker. No loss...if you really want/need one, check your local junkyards for old bump trucks.
