That's how its supposed to be unless the GPR is actually on. With the key off you'll have power to 1 big terminal and not the other one. Turn the key on and you should get power to the other big terminal for a while before it turns off again.
I had my buddy turn the key to so that light would turn on. I tried both side. Repeated and I didn't get the one side to light. I also had the light on the terminal then he turned the key and no ligh on the one side.
I tired the test light again. i put the clip on the pos side of the battery turned the key on the touched both sides of the GPR one side would light but the other wouldnt. then i attached the testlight to the neg side of the battery and then did the same but it would light the side that wouldnt light before.
Does this mean my GPR is good?
Does it mean that my one of my glow plugs could be out?
Or the wires running from my glow plugs to the GPR are cut somewhere?

You have a bad GPR. Get yourself a new one. Ask NAPA for a GPR 109. They should have one even if they don't list is as being for your truck. And I would be really surprised if it is $80.
i plug mine in when it starts to get about 30 degrees and when i plug it in it starts no problems i need a new relay my gps stay on for about 3 secs or i might wire in my own push button but i think i may get a new relay!
I usually plug mine in when the overnight lows start to dip below freezing. One nice thing is that if you leave the blend selector on the defrost setting when you plug the truck in it will keep the frost off the windshield. Also, I bought a digital timer for mine that is set to turn on about 2 hours before I leave for work in the morning. That way I'm not paying to heat the engine all night long (just a waste of electricity IMO).

If your going by the light on the dash don't it's a dummy light bt if your relay really turns off after amfew seconds then you might have a bad EOT sensor. GP time on is controlled by oil temp
