182000 miles, new turbo,
fuel filter and oil change, still have low power

a little more info is needed...why did you change turbos? how was it running before turbo removal/install? any other info to help us diagnose? this is a great place with lots of knowledge to help you figure this out...give us as much info as possible...
first guess...boost leaks from removing/installing turbo, but more info would help

fins were badly worn on intake side, truck runs the same as befor we changed the turbo, also repaired all exhaust leaks, will not go over 55mph

Skip mule generally when the fins are worn it's because the engine ingested a large amount of abrasive material (i.e. Dirt sand) or a combination of both, usually due to an intake box seal failure, a common problem on these trucks, and no amount of turbo replacements will make up the loss of metal on the piston rings which will have seen just as much wear down as your turbo vanes have! What we call that is a "Dusted Motor" for the reason of dust running through it destroying the turbo first, piston rings second! Start the engine and remove the oil filler cap if it smokes like a old steam locomotive going up a mountain and is blowing out enough gasses to blow off the cap if you place it upside-down on top of the hole, you had better start looking for a new or used engine! I hope this helps!

Jim I had very little smoke come out of oil fill tube and no pressure, my thinking is a fuel problem?

Man, you gotta give us some more information. Any mods? Any trouble codes? Does the truck start OK? It is low on power all the time or just when under load? As was asked before, why did you do a turbo swap? Since you mention fuel, do you have a way to check the fuel pressure? Post your location and maybe somebody local to you can give you a hand.

No Mods other than pipe to replace muffler,turbo blades were worn and bolts missing from exhaust side,runs up to 2500 rpm in 1st to thrid gear 4th gear max at 2100 rpm and 5th gear won't get above 2000 rpm, I am in process of getting code reader and testing fuel pressure. East of Denver Colorado

You're on the right track with testing fuel pressure.
