Need help identifying this part

Can you guys tell me what this "relay" is and if I need it when I change over to my 12 V wiring? The picture is in my gallery labeled "What is this?"

Those are the circuit breakers

Fuse block takes the place of the breakers. 12 or 6 doesn't matter. I still use the breakers on mine with 12V.
