question on 2011 f250

Hi, I just took delivery of a new 2011 f250. I waas looking today and see that there is no rubber flap in front of the back wheels. there are holes for this flap, but no flap there. There is a flap behind the wheel. Can anyone tell me if they are suppose to have this flap or not ? it sure seems like it should be there. both sides of the truck are the same with this flap missing. Thanks in advance

Yeah Ford cheaped out on that. I saw either here or on TDS where someone bought another set (I think from a previous year) and it all lined up.
