Wipers and Washer
I have seen several threads concerning this. Washer does not work at all and the wipers will work only if turned on and off and only in the first intermitten setting. Need help Thanks.

WOW, member since 2007 and this is your first post. I'd welcome you to FTE, but you've been here a while!! 
Back to the topic. This could very likely be related to the multifunction switch that controls all functions of the stalk (wipers, turn signals, etc). Run a search for that and see what pops up.

Yes bought a new Ford in '08 didn't need much help until now. Took the M/F switch out and it seemed to test good. The first setting on the interm. will work if the steering wheel is in the up position. I'm kinda worried it is in the wiring harness.
