Driving no cooling
Sometimes at idle cooling then diminishes after driving a bit
Coasting down hill Sometimes cooling then diminishes under load
AC is something I know nothing about, this is a closed system,
does Freon go weak or may I have a leak, or something else?

There are a few quick checks you can do to determine if the charge is low. An Advanced Search will yield results on things you can do. I also recommend grabbing a Haynes/Chilton manual with troubleshooting techniques you can try. The Haynes manual has a few things you can do to determine if you have a proper charge (about $24). Haynes also released a manual for heating and cooling systems.
That said, fellow FTEs recommend using pros for cooling in another active thread (2.5L AC). There are several valid safety and regulatory reasons to do this. You might want to do some of the quick check items to rule out the things. Be Safe!

Your symptoms are typical of a low charge or weak clutch or too much clutch clearance.
The refrigerant is not supposed to leak out. If it does, it should be repaired, perhaps just needing some new O-rings. There is little maintenance to be done on the sealed system, by professionals or the owner. Cleaning leaves and debris from the plenum, and making sure the condensate drain is clear are the two for the owner to handle. Check the belt, too.
