F-100 Drive shafts

I have just replaced the rear axle seals on my f-100. My question is how tight should the nuts be tightend that hold the shaft in place? I have only tightened them "wrench tight" but when I do that, it is tight to turn the sgaft by the flange. This may be just that the flange is only 7" dia. I am just trying to not overtighten.

Tightening the bolts down should not cause the axles to be harder to turn. My question is are the bearings properly installed?
