You're paying for great amount of rusted out rotted area, oh, sorry, I mean "Patina". Yeah, that thing is loaded with "Patina", worth ever penny the more you have the better.
Beauty is in the eye of the beholder. It takes a lot of years to get a good crop of lichens like this started on metal. Rust in all the right places only adds to the look:

PS Seriously, I do have my truck insured for $30000. Originally, I figured $12000 was a real stretch, but my agent explained that I could go much higher if I wanted to for a very small increase in annual premium. I was assured that if my truck was ever damaged, the agreed upon value would be honored without question.
To the seller's credit, he is Canadian, and $10K CAD is only about $7500USD at today's exchange rate. Even at that, though, it's still about $7000 more than I'd be willing to give him.
Here is one that is more reasonably priced east of me in Central PA but still definitely not worth the advertised $1000. I don't know what is usable in this one.

There's old good restorations for sale for exactly the same price right next to it. Even in canadian funbucks it's absurd.
