The a/c in my 2008 escape has 4 settings 1,2,3,4. The a/c is not working on settings 1,2,3 but on the highest setting 4 it works fine. I checked the climate control fuses in the interior fuse box and they were good. Would it be a fuse in the Power Distribution Box under the hood? A blower motor?

There is a resistor 'pack' that is near the blower motor. The switch adds or gangs up the resistors to lower the power to the motor. One of the filaments may have burned out or you may have a bad solder joint. It is in front of where the glovebox is, mounted into the side of the heater plenum.
It will have wires coming in, and wires continuing on to the blower motor. Disconnect the snap connector, remove the screws holding it in place, and inspect. Repair or replace and you'll likely have all the fan speeds again.

The resistor pack is used only to reduce the blower motor speed from full speed. When the blower is in the #4 position, the resistor is bypassed and full battery voltage is applied to the motor.
For all three of the lower speeds to be inoperative, the resistor is "open" in the main path or is unplugged.
