Key-on engine off pressure should be between 35 and 45 psi according to the WSM. KOER should be between 28 and 55. You have adequate pressure provided the pressure doesn't drop immediately upon cranking the engine. If your buddy is dead set on it being the regulator, tell him to replace it and call you back when it still doesn't start.
The '99 does have PATS. If it is preventing starting, it will indicate this by a fast-flashing THEFT light. Someone will have to make this observation.

He said the other night that the theft light above the speedo I think started flashin faster as u tried to crank it.
