Possibly you could have gotten contaminants into the forward fuel line when you changed out the filter. Those contaminates may have gotten into the regulator and blocked it up. I would pull the regulator and check it out, also checking the above mentioned advice.

 

Key-on engine off pressure should be between 35 and 45 psi according to the WSM. KOER should be between 28 and 55. You have adequate pressure provided the pressure doesn't drop immediately upon cranking the engine. If your buddy is dead set on it being the regulator, tell him to replace it and call you back when it still doesn't start.

The '99 does have PATS. If it is preventing starting, it will indicate this by a fast-flashing THEFT light. Someone will have to make this observation.

 

That's what I told him. He's the one footing the money for it I'm just tryin to saw him money so I told him spend it as u please but that's not the problem.

He said the other night that the theft light above the speedo I think started flashin faster as u tried to crank it.

 

aparently the spare key is messed up..cuase the truck fires up fine with original key but the spare will just turn it over..trucks runing good now.
