Everything about this just screams idiots in charge. I'm impressed with the residents though, they came up with a bunch of really good points that I didn't think of.

the only people that have keys to the lock box is the fire department and in some instances a police shift supervisor . plus, the lock box is alarm wired directly to police dispatch. if you tamper with the lock box, police dispatch knows about it way before you ever get the box open.
we have had them here in new jersey for many many years, and not one of their "concerns" has ever happened.
i guess these people would rather have an expensive repair bill for when their alarm system goes off during a power failure and the fire department has to force entry rather than use a key to unlock the door.

I have to say that I am on the side of those citizens. More intrusive government practices.
It started out in 2004 as commercial buildings and apartments with 6 or more units. Now it's apartments with 3 or more units. What will it be next year?
How would you feel if you lived in an apartment and anyone who could lay his hands on a lockbox key could enter your home at any time?
if i lived in one of them apartment buildings i would change the locks.... just like at every rental place i have ever lived. you never know who had or has a extra key to your place.
