Im wanting to buy a 08 tailgate for my truck, if im gonna spend 400 bucks i hope these thing have some sort of serial number in case it got stolen, there have been some tailgates stolen in my area before, want to make sure i can keep track of my new one.
I do keep mine locked now, but the locks are easy to punch...
If someone is going to punch the lock to steal the gate, you have more serious problems. Just let your insurance handle that one, or move somewhere else. Besides, if the gate had a serial number and someone stole it, do you think you would actually get it back? It would be gone. Nothing is theft proof. If someone wants it bad enough, it is gone.
Also putting a SS hose clamp on the side hinge where it lifts out will slow down a scumbag.
You make it really easy to loosen that clamp.
I took a hand-grinder and "V'd" out the screwdriver slot, then oriented the clamp so that it's only accessible with the gate half-way down, and from the under-side.

That is actually just a picture I found online since I don't have a picture of mine handy. I actually have mine set up more like yours and I searched until I found a hose clamp with just a hex head and no screw driver slot in the bolt.
Since the tailgate on this truck locks and I live in a very low crime area I'm not that worried about this tailgate walking away. Plus you have to understand where I live if they tried to sell it locally I would see ad and if they tried to ship it out of town it would be very hard to do.

I don't even think the pic you posted is even of a Ford!
