code 95, truck won't start

code 95, truck won't start
Been working on this problem for a while. every once in a while the truck does not start. I have changed the fuel filter and both pumps are good. have changed the one relay, i think it was the fuel pump relay, whats the other one next to it?
anyways now the truck won't start at all and comes up with code 95, which is secondary fuel pump circuit failure.
so both pumps are good, have good spark.
The only thing i have noticed when this problem happens is the sound after you trun off the engine is no longer there. It sounded like the high pressure pump was winding down, it took about three seconds. No one has yet told me what this really is but would be a big clue as to what wrong with my truck.
so if somene could identify this sound and tell me what to look for in the secondary fuel circuit it would be a big help. I have a lot of tools meters scopes.
