E4OD issue
I have a 93 F-150 4x4 with an E4OD transmission, and my transmission won't shift into second. It doesn't just sit in first, it will try to shift into second and then the wheels will lock up and it'll shift back down into first. I've looked all over the internet and found somebody with the same issue but can't find it again. I'm thinking/hoping it's just a bad solenoid pack or valve body. I'm not sure where to start looking and don't want to pull the trans unless I absolutely have to. The fluid is new and at the proper level and the filter is also new. Any ideas?

I would make sure there aren't any other obvious issues that may be causing this. Did you buy the truck like this, or did it just happen one day?
It definitely sounds like an electrical/sensor issue. You could always drop the pan and have a look see, maybe swap the filter while its off.

No, I bought the truck and it ran fine, then I blew up the transmission and it slipped all the time but shifted fine. So I bought a set of clutches and steels for it and put them in. Now it doesn't slip but it has this shifting issue. I'll recheck all the electrical connectors for the transmission but I think they are all okay.

This is your issue most likely. The E4OD is a pretty complex transmission. I would either swap in a new/reman trans or take it to a shop. you might have gotten a ball/valve in the wrong hole, spring in wrong spot...I don't know
