Speedometer not working
If it was a F-series truck I would tell you to unplug the RABS module but the Van I think with out looking it up has 4 wheel ABS and I have not looked at that system in detail.
But I know the VSS/ABS on the rear end is for the rear abs on the van also along with sensors on both front wheels.
He could also have a bad PSOM or bad bearings in the rear end or a bad tone ring on the ring gear.
If the ABS light was not on I would also say check the fuses.
Speedometer is NOT "still a cable operated" device. Fault could be anywhere from "excitor ring" inside diffy thru to the instrument in the dash.
Some times "the rear ABS light" can be reset by merely disconnecting battery for a few minutes. If it relights I'd be more interested in diagnosing & repairing the RABS issue, than the speedometer. Note RABS light should come on a couple of seconds when starting as an automatic system check.
There's a RABS self-test feature that sets/stores diagnostic codes, all described in the shop manual. Also a RABS tester that simulates speeds to diagnose problems in the shop. Good chance of 2 Birds with 1 Stone.
