NEED HELP

I have a 400M that I just put in my 78 f-150 and I am blowing oil from the valve covers and I am changing them to orig. ford valve covers... but It seems to me that the motor has so much vaccume that the tranny wont shift right... what could be causing this? Also another question.. does the Power valve have to be hooked up... I have a 79 that runs daily and its not hooked up on it... and there is no problem with it at all.. but could this be a factor with my vaccume problem? please Help!

Blowing oil out of the valve covers is either caused by bad gaskets or the return galleys are stopped up not allowing the oil to flow back to the bottom end. bad shifting is generally caused by a lack of vacuum, not too much. Do you have all the vacuum lines hooked up right? Don't know what a (power valve)is so I can't help on that.
