Wiper Pivot Arm Issue/Pass.Side

Wiper Pivot Arm Issue/Pass.Side
How does one get a wrench or something inside the cowl area to tighten or loosen the nut that is in there?? The head side is accessible from inside behind the glove box....just cant get anything in the cowl area. Anyone ever come across this?? If so, how or what did you use/modify to access the nut?? I don't have any torches or welders.....

There are no nuts...just bolts (3 per pivot), which thread into the cowl panel: 20384-S .. Bolt-Wiper Pivot to Cowl Panel / 1/4" -20 x 1" long.
The right & left pivots include the arms, which connect to the wiper motor shaft w/a clip: C5ZZ-17531-A
