My 95 psd high mileage won't start. It had set for a while due to a leaking fuel pump. Started it up and it ran real rough and then died thought it was the fuel pump finally went out. Changed the pump and cleaned the filter housing. It will not start and there is no white smoke coming from the exhaust. When you crank it the tach does move and I checked fuses and oil level in the high pressure oil pump. The schrader valve has 40 pounds of fuel pressure when cranking also checked glow plug relay. I don't smell any burnt wiring like when the wires going thru the valve covers short out. It is not showing any codes. Checked the ipr wiring but did not try and start it with it disconnected will try that next. It will fire off with a little starting fluid.
IPR needs to be connected...you might be thinking ICP on the front driver side head....I don't have a pic handy, but there are plenty, just search this forum for ICP location...

I would change the oil IF you have any age/mileage on it for starters.
Do you smoke any when you are cranking? if not I would disconnect the fuel bowl heater and replace the #22 maxi fuse under the hood.
Does is stay running after using ether?
How long did it sit? The fuel may have algae if it sat long enough. Even though you have fuel pressure it doesn't mean it's getting through to the injectors so a new fuel filter might help.
GPR test: Place a screwdriver across the two large lugs on the GPR for 30-40 seconds. Jump in the truck and start it.
