Fuel Pump Problem...Found Problem I THINK?

Truck died on me other day just like it ran outta gas. Got a code 96 off it. "Fuel pump circuit open-Battery to ECA". Daughter is gonna jump me off tomorrow or try. Got 5 volts in the battery, not enough to activate the relays. Pulled Fuel pump and EEC relays out and checked wires to the plugins for continuity...all good. Then i pulled covers of both relays and plugged em back in. Checked for voltage on both. Had voltage on yellow wires on both relays. Then turned key on. Closed contact by hand on fuel relay and got voltage on ALL wires incl. pins 94(EAC) and 22(GROUND). Then did the same with EEC. Got voltage on all EXCEPT Black/Lt. Green). One that goes to Computer! Like i said the wires all had good continuity so i'm thinkin i got a bad EEC RELAY. Also i got to looking at the relay itself and about half the windings instead of being shiny copper colored are darker than the rest. Smelled of it and smelled like my old Computer Tech professor used ta say, "doesn't work anymore when ya let the smoke out if it". Smells like something got overheated. Anyways, the things only bout $15 so gonna go ahead and replace. I really think that's my problem. What say you guys?
