Newbie transmission question

I purchased a 2004 6.0 diesel with 45000mi on it . It is a F250 4X4 with towing pakage. While pulling my 5th wheel on level ground on freeway at 58mph in the tow haul mode it will not shift into 5th gear and it turns 2500rpm, if i take it out of towhaul it shifts to 5th and the rpm falls to 1700. Is this normal? the 5th wheel is just under 12000 loaded.

Thanks for the replys good to know that is normal. The tires on the 5th wheel are only rated for 60mph so I never got to those speeds.

Even if you don't go over 60 it's nice to have a little cushion on the rating.
