odd electrical gremlin, need input

odd electrical gremlin, need input
got in my truck today to go to work, turned the key on and tried rolling the windows down while the glow plugs heated up and nothing, radio didn't work either, checked fuses, not sure if its a relay or not, any suggestions?

they did start working, didn't time how long it took for them to start working but it seemed about 2 1/2 or 3 minutes, could the GPR somehow disable the radio and windows, and leave everything else working?
