I am interested in a 99 superduty, but I have one problem with the dash instrument panel. I have a real hard time seeing the red needles on the guages.
Does anyone know of any replacement guages or needles? Would the needles still glow if a person tried to paint them a different color?

Welcome to the site wendal! 
I don't think the needles would "glow" very much unless you painted them with a thin coat of opaque paint. I'd recommend getting one of the many replacement kits available at just about any accessory store- or Ebay.

When I replaced my gauges with a set from new-image, they advised against painted your needles. Acording to them, even a light coat of paint will make the needle heavier and throw off your reading. Not sure how much faith I put in this, but thought I would let you know.
