Plug your block heater and a shop light into the same extension cord to a wall outlet.
Turn the light on, and then unplug the block heater and plug the block heater back in.
If the light dims and brightens as you plug/unplug the block heater cord then the heater is drawing some power. At least that question will be ruled out for you.

"The heater can be tested for continuity at the pins on the rear that connect
to the power cord. If the probes show continuity when placed on the pins,
then the unit is good. If no continuity, then it is most likely that the
element is burned out or otherwise non-functioning. "
