Ohio does emission checks based on what county in Ohio your vehicle is registered, and they dont stop you to do them. You have them done when you get your tags.

I suspect that any state may have an "excessive pollution" law that might cover something like what you describe. But I don't know for sure.
I live in Oregon and we have no inspection requirements in my county. If I were driving in CA, an officer would have no right to pull me over and expect me to pass a CA vehicle emissions inspection. That's what I was trying to get at.
In CA. they can do one of two things to you. one is pull you over if you are a gross polluter and give you a fix- it ticket. or send you a warning in the mail to get it repaired. as far as vechicles from other states the only thing they will od is check your tags if they are out of date and may give you a ticket for that, other wise they will leave you alone.
