i have a 429 cj and it has ford racing valve covers,It has a pvc valve that goes to the carb/intake.when i pull the oil fill out there is vacume.There is a port on the side of the oil fill for a hose should this be hooked up somwhere.it had a cap on it. Is this vacume normal

Yes, there should be vacuum and it is normal but the hose should not be plugged. It should run to the air cleaner, inside the filter or to it's own filter. Otherwise the PCV system will not work properly.
do they make a nipple to attatch it to the air cleaner?what type of filter are you talking about instead of putting it into the air cleaner. thanks for the info!!!
On the stock air cleaner housing there is a plastic nipple that plugs into the air cleaner housing and connects to it's own special filter in side the housing. That nipple is what I used to do a PCV for my 428CJ with a 406 3X2 setup with custom ram air. Drilled hole in the base of the ram air container that fit on the carbs inside the air filter element and installed the nipple and connected the inlet hose to that.
ok now i remember that little filter inside the air cleaner!!pretty porus sponge like filter.my truck has after market air cleaner, but i'll go to the parts store and see what they have for nipples that will work.Also looks like oil is coming out of the dipstick.has dipstick right in front by water pump, is this common do you know?

The oil out the dipstick is caused by not enough air flowing into the crankcase to allow the PCV system to pull the fumes and such into the intake system. Once you have air flow thru the crankcase the oil out the dipstick will stop.
