Old Thread but is somewhat helpful. I have my upper and lower shroud off.

No spring back or resistance going down when I turn key. Rod does move up and down when I move the key.

When I turn it all the way down it does not start truck.

I can jump it off at Soledoid, but have to pull Fuse or Dist Cap center wire to turn truck off, then unhook battery.

Sound like rod seems to go all the way up and all the way down(dont know how far down it will go.

So this is ignition switch?

All I can say is you will probably have to tear into it far enough to be able to see exactly what is going on with the switch. Whether the rod isn't connected to the switch or the switch isn't moving internally.

Okay, I have torn it apart enough to see that the Actuator Rod is jacked up. I see the top part move when I move the key, however the part that is connected to the igniion switch at the bottom does not move with it.

So I have to tear the whole steering column apart to replace this?

Damnit.... my '93 F-350 just did the same exact thing today. Yesterday I had to pull the key back just to stop the starter and today when i got to the store... I had to turn around and go home because I couldnt turn it off. I do have a tilt column though.

Ended up pulling the coil wire and disconnecting the battery.

Ordered a new lock and tumbler before reading this.... now it looks like i'm in for more $$$$

My truck has the same problem. The actuator rod moves switch, replaced the ignition switch and Key Tumbler still doesn't shut off? what next?

Is it moving the switch forward and back or just forward to the starter and then back in AUX? If you turn the key back to accessory, you should see the switch pull all the way back. If it only moved forward, you'll have to pull the column apart and replace the actuator rod.

Damn you ignition actuator!
