not getting fuel

not getting fuel
When I turn the key I don't get the usual 3 second humming noise and the thing won't start. I have a new fuel pump in the tank (only one tank) so that pump ought to be fine. This is on my 91 f150 302.
Where is the other fuel pump? I have heard that there is one on the fuel rail and also heard that there is one near the fuel filter on the frame. I know ford changed them but I don't know where it is on a 91 or where I should start looking to solve the problem.
